The Kremlin, Moscow.

On the Formation of Ten Tank Armies.

The National Defence Committee decreed:

  1. From February to June 1943, to form ten tank armies, each consisting of two tank and one mechanized Corps as well as maintenance and logistic units, as specified in attached list no. 1.

2. The tank army is to be equipped with 460 T-34 tanks and 210 T-70 tanks, a total of 640 tanks.
3. The formation of the tank armies is to be accomplished by the War Council of the Armoured and Mechanized Force of the Red Army.
4. date for accomplishing formation of tank armies:
a) in March two tank armies,
b in April three tank armies
in) in May three tank armies
g) in June two tank armies.
5. Deployment and preparedness for each army are to be accomplished, as specified in Appendix # 2.
6. The formation of ten Directorates for tank armies is to be accomplished by order of the Chief of the General staff of the Red Army, as specified in attached list no. 1.

Chief Quartermaster and Recruitment Officer of the Red Army and the Commander of the Armoured and Mechanized Force of the Red Army shall review the maintenance and logistic facilities for tank armies with a view towards further reduction.

7. To obligate:
the Commander of the Armoured and Mechanized Force of the Red Army to form the following for the tank armies:
ten tank corps, as specified in Annex # 3.

Ten mechanized corps, as specified in Appendix No. 4.

Reinforce ten tank corps withdrawn from the front lines to be further attached to each tank army.
State of readiness of the mechanized and tank corps, as specified in Appendix # 2.

Withdraw ten armoured corps, forty five tank brigades, fifteen tank regiments and fifteen tank battalions from the front-lines towards further formation of the tank armies.
The order and dates of withdrawing the tank corps, brigades, regiments and battalions from the front lines are to be arranged by the Chief of the General Staff of the Red Army together with the Commander of the Armoured and Mechanized Force of the Red Army.
b) The Chief Quartermaster and Recruitment Officer of the Red Army are to form the units of the mechanized and tank corps, according to Appendix 5, recruit rank and file troops and sergeants to be placed under the command of the Commander of the Armoured and Mechanized Force of the Red Army while forming the tank and mechanized corps.

Mechanized and motorized infantry brigades are to be deployed with rifle divisions and infantry brigades, to which extent in the period of February-March ten rifle divisions and ten infantry brigades are to be withdrawn from the front lines, as specified in Annex No. 6.

The Chief of the General Staff of the Red Army together with the Chief Quartermaster and Recruitment Officer of the Red Army are to identify the rifle divisions and brigades to be withdrawn and submitted for approval by the People's Commissar of Defence.

The Chief of the Engineering Corps of the Red Army shall transfer engineering units and bomb squads, totalling 15 200 troops, to the Chief Recruitment Office by February 10, 1943, for further deployment with the tank and mechanized corps, as specified in Appendix No. 7.
g) Chief of the General Staff of the Red Army and the front commanders are to transfer to the Chief Recruitment Office by February 10, 25 500 men from fortified areas for further forming the tank and mechanized corps, as specified in Appendix No. 8.
d) Commander of the Artillery of the Red Army:
1) is to form ten anti-aircraft divisions for supporting the tank armies in accordance with staffing list no. 08/164, 08/136, to be composed of four anti-aircraft artillery regiments, comprising 48-37 mm guns, anti-aircraft machine guns and 134580 people in each Division.
The newly-formed anti-aircraft divisions are to be placed under the command of the Commander of the Armoured and Mechanized Force of the Red Army, as follows:
two anti-aircraft divisions by 5 March
three anti-aircraft divisions by 1 April this year; three anti-aircraft divisions by 1 May.
two anti-aircraft divisions by 1 June this year.
2 To reinforce the tank armies, as specified in Annex No. 9, with personnel from units withdrawn from the front lines.

e) The Commanders of the Guards mortar units, the air force and the Chief Quartermaster of the Red Army are to form units for the tank armies, as specified in Appendixes Nos. 10, 11 and 12.

8. The units are to be placed under the command of the Commander of the Armoured and Mechanized Force of the Red Army, as specified in Appendix # 2.

9. The Chief of the Personnel Directorate of the NCB, Chief of the Political Directorate of the Red Army, Commander of the Armoured and Mechanized Force of the Red Army and the chiefs of NCB directorates are to staff the tank armies with the most combat-seasoned troops and officers 25 days prior to readiness.

 

The Chief of the Personnel Directorate of the NCB, with com. Fedorenko, by request of the Commander of the Armoured and Mechanized Force of the Red Army, are to select the commanding officers for the mechanized corps, their units and headquarters.

 

10. Obligate the Chief Artillery Directorate of the Red Army tank forces, and the Chiefs of the Directorates of the NCB to supply the new tank and mechanized corps with the necessary artillery, small arms, equipment and property respectively, as specified in the schedule of placing the newly formed units under the command of the Commander of the Armoured and Mechanized Force of the Red Army.

11.Obligate the Chief Quartermaster of the Red Army:
(a) to provide the tank armies with vehicles, specialized machines and drivers in quantities and on the terms specified in Appendix No. 13 from the reserve of the Supreme Command.

b) within the time frame set by the Commander of the Armoured and Mechanized Force of the Red Army provide the tank armies with sufficient fuel, oil and lubricants and installing a pool of four gas stations for each tank army.

12. in order to provide the vehicles with a sufficient number of drivers:

a) obligate and place under personal responsibility of the front and military district councils the selection, by March 1, of 10.000 drivers fit for service in the armoured and mechanized units, to be further deployed at the fronts, as specified in Appendix No. 14;
b) obligate the Chief Recruitment Officer, com. Shchadenko, to mobilize by March 1, 15.000 drivers from factories, construction sites and industrial enterprises, but not exceed 5% of their driver pool.

13. obligate com. Khrulev to provide timely transportation of people, equipment and property, specified by the Chief Recruitment Officer, Commander of the Armoured and Mechanized Force of the Red Army and the chiefs of the relevant directorates of the NCB.
